Having spent my career on the front lines of policing and public service, I understand the unique pressures, scrutiny, and responsibilities faced by police officers and police organizations. I am passionate about using my legal, investigative, and leadership experience to help police professionals and organizations navigate complex legal challenges while protecting the integrity of the profession and the communities they serve.
My legal career has been shaped by two professions: law and policing.
Born and raised in Victoria, British Columbia, I graduated from St. Michael's University School before earning a Bachelor of Arts Degree (Honours) in History from the University of Victoria in 1994 and then my Law Degree from the University of Victoria in 1997.
The week following my call to the Bar, I began recruit training at the Justice Institute of British Columbia's Police Academy and started what would become a 27-year career with the Victoria Police Department. Throughout my policing career, I maintained an active legal practice, serving clients in the areas of wills and estates, real estate conveyancing, family law, and corporate law for closely held businesses.
In January 2026, I retired from the Victoria Police Department as Inspector in Charge of the Executive Services Division and now practice law full-time through Vindex Law Corporation.
My unique background as both a lawyer and senior police leader allows me to bring practical experience, sound judgment, and a results-oriented approach to every matter I handle.
During my policing career, I served in a variety of operational, investigative, and leadership roles. In my final position with the Victoria Police Department, I oversaw professional standards, misconduct investigations, policy development, and organizational governance.
I served as the department's primary Discipline Authority under the British Columbia Police Act. In that role, I reviewed misconduct investigations, rendered discipline decisions, and was responsible for ensuring that disciplinary proceedings were conducted fairly, transparently, and in accordance with the law.
This experience has provided me with a deep understanding of investigations, administrative decision-making, procedural fairness, leadership accountability, and risk management. Skills that continue to benefit my legal clients today.
Teaching has been a significant part of my professional career.
I have instructed legal and leadership courses for police officers and police leaders across Canada and have developed specialized training programs relating to professional standards and police discipline.
I developed and continue to instruct a Discipline Authority Course and Professional Standards Section Investigator Course, both of which provide practical training on Police Act investigations, misconduct proceedings, administrative decision-making, and procedural fairness.
Outside of my practice, I enjoy playing squash with my wife, Cindy. We are proud parents of two children who both compete in squash, and much of our free time is spent supporting them in their athletic and academic pursuits.

Cindy Brown is a workplace investigator with extensive experience in policing, investigations, victim services, and organizational accountability. Through Vindex Law Corporation, she conducts respectful workplace investigations for police agencies and other organizations, providing independent, fair, and thorough investigations into workplace concerns and complaints.
Cindy served for ten years with the Saanich Police Department, where she developed a strong foundation in frontline policing, investigative work, and community-based response. Following her policing career, she worked as an Investigator with the Representative for Children and Youth, conducting complex, high-stakes investigations involving vulnerable youth and government systems.
She also served as a Police-Based Victim Services Coordinator, supporting individuals and families through traumatic events and critical incidents while working closely with law enforcement and community partners.
Her combined experience in policing, investigations, victim services, and workplace conflict resolution provides clients with a unique perspective grounded in accountability, fairness, and integrity.
Cindy holds a Bachelor of Arts in Criminal Justice and brings a practical, detail-oriented, and trauma-informed approach to her work. Her extensive experience in interviewing, evidence gathering, report writing, and navigating sensitive matters enables her to conduct investigations with professionalism, objectivity, and procedural fairness.
In addition to her investigative work, Cindy serves as the Coordinator for the National Critical Incident Command (CIC) Accreditation Program through Brownstone Tactical Group, where she oversees program logistics, national coordination, and operational planning.
